The limits of leadership
When it comes to big organisations (and governments certainly qualify) there’s never any real leadership in a crisis – only good luck and bad luck. This is not because leadership in a crisis is impossible, it is because power structures within large organisations evolve in (and are therefore optimised for) non crisis times. Keeping a large ship steady requires a very different setup and set of skills and character traits from those required for firefighting. For whatever reason, we ask the same group of leaders to do both (in addition to long term strategic development the requirements for which are different again).
